Partially revert "Remove centos-8 as it is EOL"

Temporarily bring back the centos-8 nodeset, but base it on the
centos-8-stream node label. While this is technically incorrect, it
may allow some projects which have yet to excise the old node label
from their configurations to do so more easily, even if the jobs do
the wrong thing and/or break.

This semi-reverts commit 149dfae3723b0ced80d123a5fd7496b400e5e9ae.
