The opendev project stopped running its mqtt service and no longer uses the germqtt tool. To simplify things for us we are taking the extra step of retiring this repo. Gerrit has a number of event stream plugins now that people can look at if necessary. Change-Id: I2facb129452b936c8b0d73f09b2d5ed4b7be57ec
