Subject: [PATCH] Adjust oslo meeting time and chair

According to https://framadate.org/9Q15UYR19fzdqhol, Oslo team
decide to move 1400 UTC at Monday weekly on openstack-meeting-3.

This commit also changes oslo meeting's chair to gcb.
