Subject: [PATCH] Switch Upgrades SIG to monthly meeting
As agreed at the Stein PTG, switch Upgrades SIG to monthly meeting
with two meetings on a single day each month to cover as many TZ's
as possible.
Drop chairs who has resigned and add Yushiro Furukawa as replacement
for Lujin.
