Add bi-weekly IRC meetings for auto-scaling SIG

As per discussion at PTG just now:

    https://etherpad.openstack.org/p/DEN-auto-scaling-SIG

We're aiming for two slots on the same day every two weeks, ideally
with Rico being able to attend both in order to ensure some continuity
of discussion.
