This change updates the security sig irc meeting details, both
the chair to the current chair and the meeting frequency to the
new proposed monthly, keeping the same time/day.

On the last meeting it was agreed to rescheduler it to 1600UTC.
Due to the conflict with already long time ago cancelled API-SIG meeting
drop it.

The weekly IRC meeting has not been active for several months now.
Cancel it and keep only the biweekly one.
Also update list of active chairs.

where the charter of the channel moved to
being under "openinfra" rather than openstack.

It's hard to keep count of week numbers
to schedule a meeting once in four weeks,
so the sdk team decided to meet once every
month on the third Thursday instead.

Push back Large Scale SIG meeting by one hour to better accomodate US
members. Also update chair list and welcome message to the Wallaby
cycle.

The Airship community has decided to adjust their meeting time by
one week since the majority of their attendees are in North America
and Europe which mostly observe a "daylight savings time" or similar
during their warmer months and have since ended it this year. Also
switch the biweekly cadence from ISO odd weeks to even weeks so that
the next scheduled meeting will fall on November 24.

The openstack-tox-pep8 job is failing with:
AttributeError: 'FlakesChecker' object has no attribute 'CONSTANT'
Fix by using a newer version of hacking and fix problems it found.

The Airship IRC meeting information has fallen out-of-date. This change
updates it to reflect the new meeting agenda location, the new meeting
chairs (i.e. the Airship Working Committee), and the new meeting
recurrence (biweekly).
