As agreed at the Stein PTG, switch Upgrades SIG to monthly meeting
with two meetings on a single day each month to cover as many TZ's
as possible.
Drop chairs who has resigned and add Yushiro Furukawa as replacement
for Lujin.

The Searchlight team has agreed to move the meeting

We don't have enough new topics to fill a meeting every week, so
we are switching to alternating weeks. Also, push the meeting back
and hour since 8:00 UTC is very late for the meeting chair.

Due to conflict with the WoO meeting as there are a lot of overlapping
participants we are moving the OUI meetings to odd weeks in the same

As the coordinated multi-attach activities got finished the teams are keeping
touch on the project channels and not utilizing the cross-project meeting
slot actively anymore.
This patch removes the meeting from the list of OpenStack Meetings.
We will resurrect the meeting series in the future and add it back in case
it becomes necessary again.

This change removes one of the alternating meeting slots and is planning
to use the Monday 2000 UTC time slot with bi-weekly cadence based on the
attendance in the last active meeting period.
The meeting series with the new schedule will start on August 20.

This meeting was put in place about 18 months ago for the purpose of
getting a handle on the direction of RBAC and policy enforcement
across OpenStack. Since then we've put together community goals [0][1]
as part of a roadmap for improving policy across the platform.
Meetings on this topic have become redundant and rarely include new
topics since most involved parties understand the basic approach
behind what we're trying to accomplish. It's also apparent that we
feel pretty comfortable approaching (and being approached by) teams in
order to answer questions about policy and RBAC.

The nova scheduler meeting has really become the placement
meeting so this change updates the title and description to
reflect that. Also, the chair is now Eric Fried.

I18n team decided to have office hours instead of meetings.
This commit reflects the decision with meeting id, description
and releasing meeting time slot on #openstack-meeting IRC channel.
Also, I got approval from Frank (current PTL) that I would serve
as a co-chair.

These meetings have not happened for several months due to low
attendance, so acknowledge this rather than misleading people. Anyone
wishing to raise HA topics can still use #openstack-ha, and in the
future the OpenStack HA sub-community may will be subsumed by the
self-healing SIG.
