It's a bit difficult to use the meeting schedule page
if you're not in UTC time.
This patch adds a little clock at the top (in UTC time)
for those in far away time zones who don't want to keep track.
It also adds a tooltip to each time link that displays
the meeting time in the browser's local time.
The clock uses JavaScript, and is set up properly
to display a message on unsupported browsers.
Note: for tooltip functionality, Bootstrap JS
and jQuery are added with this patch (using
a CDN just like Bootstrap CSS on the same page)
To test, clone this change, run `tox`, and serve from the
output/ directory (use `python -m SimpleHTTPServer PORT`).

This reverts the switch to daylight savings introduced by
Ice9c8460c900af8db1ec6be51ef7133d5b5f39d4. The main motivation is to
find a time which Andrew Beekhof (in Australia) can make it, without
introducing new problems for someone else.

Moving it a further hour later (1000 UTC) would be better for Andrew,
but would be too late for the NTT guys in Japan. Those of us in Europe
seem to be OK with 0900 UTC. We don't have any Americans yet, which is
lucky because that would make it impossible to find a good time for
everyone ;-)

New project "openstack/daisycloud-core" was created. We are planning
team weekly meeting starting from 07/29/2016. The meeting time will
be 08:00 UTC Fridays, and IRC channel is openstack-meeting.

Travis is the PTL and chairs the search team meetings these days.
Nikhil has been less involved in search meetings and this commit updates
the same. Nikhil's chair name has been kept from Liberty so it remained
there.

When I proposed a meeting, I was told that I should include the IRC
nicks for the chairs. I'm updating the sample.yaml that README.rst
pointed me to, as it does not have IRC nicks.

We've asked for quite some time that meeting chairs be of the form
Full Name (IRC_Nick) with multiple chairs separated by a ','.
This patch reduces the debt here by filling in those details from:
www.openstack.org/community/members/
It doesn't complete the task as some meeting chairs do NOT have matching
entries in that database.
Also no effort has been made to verify that the listed meeting chair is
in fact the regular meeting chair.

team weekly meeting starting from 07/13/2016. The meeting time
will be 18:00 UTC Wednesdays, and IRC channel will be
this IRC channle is available for the desired time of 18:00UTC
Wednesdays.

This IRC meeting happens every other week. It was mistakenly
set to the even weeks, this commit switches to odd weeks to
match the working groups schedule.
This commit also removes one chair (John) who is no longer
participating with this group and adds a chair (krotscheck)
who recently joined.

Meeting time was agreed to on 2016-06-13, link below.
I had to change the date from Monday to Wednesday because
no IRC meeting room was available at a time at which we could
accomodate our Shanghai contributors.
