Create a Zuul v3 native ical tox job to allow removing the legacy ical
job.
This failed initially pep8 tools/check_chair.py since the .zuul.yaml
file was parsed as well. Update invocation in tox.ini so that only the
meetings directory is checked.

Move the Operators Telco-NFV WG biweekly meeting to
the #openstack-meeting channel to free up a weekly
meeting slot for another meeting.
NB: this meeting hasn't happened since June, 2017, so
if it is no longer happening let me know and I'll just
remove it completely.

Oslo team decide to move 1500 UTC at Monday weekly on
openstack-oslo.

* The bugs meeting no longer has an owner and there
hasn't been one since April 2017.

To better accomodate all the Neutron Drivers team members time zones,
proposing time for meeting on odd weeks on Friday at 1400 UTC.

Over the PTG, and the last community meetings, we have agreed to
move our meeting into our own #openstack-ansible channel, during
the 16:00-17:00 UTC timeframe on Tuesdays.
It also has been confirmed by email.
