Switch scheduling to monthly without rotation, following the discussion
at the March 6 meeting.
Also allow dots in IRC usernames so that Felix does not trigger the typo
police.

Due to DST change the meeting is a bit early, so let's move those one
hour later. The meeting on Dec 13 is going to be skipped, which is why
the next 9utc meeting will be in 2024.
Also update meeting chairs to match current state.

From now on, we'll be meeting at the same time but biweekly
(even weeks) and we'll alternate that with meetings on
Wednesdays at 17:00 UTC (odd weeks) to accomodate more
time zones as well as our busy schedules.

With DST in Europe it is possible to move the EU+APAC Large Scale SIG
meeting time to a more cnvenient hour for our APAC friends.
Start the new schedule after a skip due to OILive on April 6.

meeting to monthly instead of weekly.
