Move checking channels from the check target into pep8. The general
idea is that pep8 will be for style and linting type checks and ical
will be for generating iCal files and HTML.

When I proposed a meeting, I was told that I should include the IRC
nicks for the chairs. I'm updating the sample.yaml that README.rst
pointed me to, as it does not have IRC nicks.

We've asked for quite some time that meeting chairs be of the form
Full Name (IRC_Nick) with multiple chairs separated by a ','.
This patch reduces the debt here by filling in those details from:
www.openstack.org/community/members/
It doesn't complete the task as some meeting chairs do NOT have matching
entries in that database.
Also no effort has been made to verify that the listed meeting chair is
in fact the regular meeting chair.

New project "openstack/gluon" was just created. We are planning
team weekly meeting starting from 07/13/2016. The meeting time
will be 18:00 UTC Wednesdays, and IRC channel will be
this IRC channle is available for the desired time of 18:00UTC
Wednesdays.

This IRC meeting happens every other week. It was mistakenly
set to the even weeks, this commit switches to odd weeks to
match the working groups schedule.
This commit also removes one chair (John) who is no longer
participating with this group and adds a chair (krotscheck)
who recently joined.

In our last meeting we agreed to have a doodle poll to determine
the best time for future meetings on even weeks. Our poll ended
up with the same day but instead at 1500 UTC [1].

After the Summit we skipped one week and we changed the wiki but not
the ics. This addresses it so people do not show up in the wrong time
anymore.

Our 23:00 UTC meeeting is poorly attended resulting in
continual cancellations. Our 16:30 UTC meeting has most of
our dev community involved. The community recently voted on
coolsvap's proposal to move the meeting to 16:00 UTC here:

The Non-ATC Recognition WG has changed its name to the AUC Recognition
WG. This change updates the meeting information to reflect the new
name and agenda location.
