Colleen Murphy 8e1d497bc5 Fix tests for pip 10 ...

On CentOS, the python-ipaddress comes with the python2-pip package which
comes installed on the test nodes. Uninstall it (and consequently the
distro pip package) so that the new pip can do the right thing.
