this creates a non-voting bash8 test for devstack which does basic
style checking of the devstack shell scripts.

in preparation for increasing the amount of tests run in these jobs.

Currently the puppet-vswitch module has many forks that are being
maintained by different groups. As the puppet-openstack modules,
particularly puppet-neutron/quantum and puppet-nova depend upon
this module, this update adds a new module to create a single
point for development and maintenance under the puppet-openstack
unbrella.
puppet-lint and puppet-syntax jobs are currently non-voting
This project targets both grizzly and havana, and only has
a master branch.
Upstream target is forked from packstack/puppet-vswitch, with
branches cleaned.

sqlalchemy-migrate py26sa07 job (the one that runs unittests
on "old stable" version of SQLAlchemy - 0.7.x) must be run on
centos6 nodes, because precise ones don't have python2.6.

* modules/openstack_project/files/cacti/create_graphs.sh: At some
point, the default tree ceased being named "Default Tree" and became
"All Hosts" at which point new host nodes were no longer able to be
added to it. Correcting here should improve the situation for future
additions.

We don't run this job with a fully clean workspace (git clean in the
requirements repo does not seem to also delete git repositories that
have been cloned as subdirs) So we need to remove and re-clone.
Also, while looking in to this, concurrent: false was missing. I'm
pretty sure we don't want to run more than one of these.

Add neutron variant of the -tempest-devstack-vm-large-ops job.
The large-ops job checks for performance/scale issues in OpenStack. So
far we have only been running for nova-network, but we should be running
it for neutron too.
This patch introduces the job as non-gating, to make sure people get
familiar with the test and to make sure it is stable. Once its working
we can move it to gating.

Add jenkins job builder tripleo script (based on pbr).
Add prepare_node_tripleo.sh which will be called by nodepool.
Add prepare_tripleo.sh script, based on the devstack script
but pulling in just the tripleo repositories with pull-tools
tripleo-incubator script.
Add tripleo stanza to nodepool itself.
Update site.pp with variables for tripleo authentication.
Add experimental pipeline to zuul's layout.yaml for this job on
tripleo-incubator.
