James E. Blair 076e908309 Add non-voting quantum devstack jobs.
Have two quantum devstack jobs, one that runs tempest,
and one that does not.  Both of them are non-voting.

Add the job that only runs exercises.sh to the set of projects in
the devstack-gate.

Also add the job that runs tempest to tempest, quantum, devstack,
and devstack-gate, to assist in continuing work to get tempest
working with quantum.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack Project infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
