We build our Gerrit images on top of our base python images beacuse we
need both Java (provided by the underlying debian OS) and python for
jeepyb. We have been running with the python 3.11 but now it is time to
look to the future and update to 3.12.
The depends on is a testing update that should help get us coverage for
python 3.12 in gerritlib and jeepyb in some of the ways these tools are
used with Gerrit.
