git.zuul-ci.org : point to static.opendev.org

This is currently a CNAME for git.openstack.org, which is a CNAME to
static.opendev.org anyway, which then runs the redirect rules to
opendev gitea.  Cut out a layer and just point it at
static.opendev.org directly.
