There's a mismatch with Manila api microversions which leads to many failures in tempest tests. In order to resolve that issue the parameters 'min_api_microversion' and 'max_api_microversion' should be added to tempest.conf. Change-Id: Ie57e2f2752c8f520389a1d8a6c62ec5a21939eba
