
Since the abstract base periodic tips jobs are now using ubuntu-jammy by default [1], we can move the py3.8 jobs to py3.11. To move the py3.9 jobs to python 3.12, we follow what change If42cb167c339 did for the the openstack-tox-py312 job and use debian-bookworm with the pyenv flag set.
