[config-ref] Call out deprecation of NetApp 7-mode driver

The 7-mode configuration of NetApp ONTAP storage systems
is now marked for limited support by the vendor. It's support
in the block storage service has been marked deprecated [1][2].

Call out this fact in the configuration reference.
