Add ha-guide to redirect ignore list

The openstack/ha-guide repo is being restored and maintained by the
Operations Documentation SIG. At least for now, this information will
not be cycle based and should not be redirected from its base URL to
/latest. This adds the repo to the list to be ignored for .htaccess
redirects.
