IBM Storwize with pool-aware-cinder-scheduler

According to [1], the configuration flag storwize_svc_volpool_name
should be updated to a ListOpt.
According to [2], Adds config option 'storwize_san_secondary_ip'

generate cinder.conf.sample in cinder project and update here
