Yanis Guenane 18f2db7a1d Specify a dedicated keystone user for cinderv2 ...

This commit aims to give the user the flexibility to be able to create a
specific user for cinderv2 if one wants to.

Until now the value was hardcoded to false preventing a deployer from
creating this user if necessary.
