The v1 api is deprecated and is not under active development. This patch: * activate v2 Keystone resources by default from now. * allow to activate cinder v3 api (enabled by default, like recommended by OpenStack logs) * allow to manage Keystone resources for v3 API, enabled by default from Mitaka.
