Key moments:
  * use oslo::{db,log}, oslo::messaging::{default,
    notifications,rabbit}
  * update top-file docs
  * add new parameters provided by oslo
  * update tests accordingly
  * add oslo dependency to "metadata.json"
  * add release notes
  * purge qpid rpc_backend configuration
