Takashi Kajinami 0f2a9921ff NetApp: Remove hard-coded defaults 
This change removes redundant hard-coded defaults, which match service
default values.

Also undef is replaced by $::os_service_default, so that the parameter
are removed from manila.conf when its value is unset.
