Remove references to oslo incubator modules
oslo incubator project has graduated. The only impact on senlinclient is that we are gonna maintain some functions from the 'cliutils.py' module by ourselves. This is not a big deal though. Change-Id: I141bb9bd99a7c2d12d34dca41d2ff4f2b5da207b
