Dmitriy Rabotyagov f200b8df2a Adopt for networkx 3.1

With release of networkx 3.0 tree_data does replaced  `attrs` argument with
keyword only arguments.

Version of networkx was bumped in U-C to 3.1 for 2023.2 release.
