Kyale, Eliud e2588f064a Improve logging of haproxy init.d script ...

redirect stdout and stderr logs to haproxy.log
add logger logs to user.log
to assist in debugging haproxy issues

Test plan:

PASS - AIO-SX: iso install
PASS - AIO-SX: reboot testing
PASS - AIO-DX: iso install
PASS - AIO-DX: swact
