Charles Short f4b231c2b4 debian: Add packaging for starlingx banner files
Package the banner files like we do for Centos 7. This packgae
will overwrite the default /etc/issue and /etc/issue.net when
the package installs.

Tested:
- Build package
- Build image
- Check the contents of the /etc/issue and /etc/issue.net
