Isolate StarlingX's Internal Cloud Management Network

internal networks should be configured as a private network visible to only the hosts on the cluster.

For information on internal networks, see the StarlingX Planning Guide <overview-of-starlingx-planning>. The network should be configured as a private network visible to only the hosts on the cluster. Proper switch configuration is required to achieve the isolation.
