zhipengl 3334472de4 Fix bug of communication between Horizon and cinderclient. ...

We have to downgrade python-cinderclient from 5.0.0(specified in
upper-constraints) to 4.3.0.
Otherwise, we will meet some error during operating in horizon gui.
