Balendu Mouli Burla 9477e197e9 Update SRIOV-FEC Operator Image tags
- Update the container image tags to v2.11.1
  pointing to latest docker images.

Test Status:

- PASS: system application apply with latest debian image.
- PASS: Sriov FEC Operator sanity test.
- PASS: dual accelerator configuration tests.
