Dostoievski Batista c3a6e4e2d5 Add setuptools-scm to build wheels container ...

This change adds the python3-setuptools-scm to the Dockerfile of the
wheel builder container.

Test plan:
    - Clean $MY_WORKSPACE/std/build-wheels-debian-stable and run
    build-wheel-tarball.sh.
