Andre Mauricio Zelak e8923e6cb5 Update tags for ptp-notification images ...

This update is to pick recent fix for RabbitMQ endpoint, cause
of crashes at pod startup. The fix was delivered in the
following commit:
fc05f7fb44

Update the tags for the following images:
notificationservice-base:stx.11.0-v2.2.5
notificationservice-base-v2:stx.11.0-v2.3.1

Test plan:
Pass: Deployed ptp-notification using the target image versions and
verified basic operation (get status, subscribe, push notification,
delete, list)

Closes-bug: 2097136
