pkgbuilder: use correct debootstrap URL

The original URL for the debootstrap deb file exists in the mirror, but
in snapshot.debian.org at the specified timestamp.

Solution: use the correct URL that exists in both

TESTS
===============================
* Make sure both URLs are valid using wget
* Rebuild the docker file
