Update tzdata to version 2023c-10
Package tzdata needs updating at least twice per year. This is important for bumping out the expiration date of the leap seconds files. If those files expire then ptp stops working. This version of tzdata will bump the expiration dates out to December 28, 2023. Verification - boot up iso containing new version - verify that new version is there through dpkg -l - check expiration dates in both leap seconds files under /usr/share/zoneinfo - perform rudimentary test "TZ=America/Montreal date" and confirm proper local date and time is displayed Closes-Bug: Signed-off-by: Scott Little <scott.little@windriver.com> Change-Id: I575b94f33595854def4fd1a9ffaa4170fd966de9
