Fix zuul errors in patchalarm/pylint

Constrain module python-daemon to versions < 3.0 .

Reason: the file patch_alarm_manager.py uses an obsolete API (runner)
that was removed in python-daemon 3.0.

At runtime this requirement is satisified by a DEB package,
python3-daemon 2.2.4.
