This commit enables software deploy host in a Debian env for all patches. It also includes the ostree_utils required to checkout a sysroot ostree commit, install/uninstall packages from a checked-out commit, and write commit to feed ostree - all of which are not being invoked by software deploy host as of today but are intended for future use.
