James E. Blair 44f3d63973 Add admin password support for Azure driver
Under Azure, an admin password is required in order to launch a
VM from a Windows image.  Add support for that.

Also, shorten the node name to less than 15 characters in order
to accomodate Windows restrictions.

Nodepool

Nodepool is a system for managing test node resources. It supports launching single-use test nodes from cloud providers as well as managing access to pre-defined pre-existing nodes. Nodepool is part of a suite of tools that form a comprehensive test system, including Zuul.
